NGO Case study / The strategic criteria
Introduction
Five criteria are proposed to describe a humanitarian NGO and to analyse its strategic position in an armed conflict:
- the ideological involvement;
- the political neutrality in the field of action;
- the proportion of public and private funds;
- the transparency;
- the capacity to be self-critical, or politically aware.
These parameters are different from the ones generally used by donors, namely: overhead and programs expenses, the capacity to react quickly to emergencies, the logistics involved, a good financial management, etc.
